Location :
It is located in the Mohakhali Health Complex Area,
Dhaka and lies in between the TEMO & infectious Disease Hospital.
Background :
Prior to establishment of this centre, there was no
facility in the public sector for maintenance of health care equipment in
Bangladesh. Costly & valuable medical equipment are imported with hard
earned foreign exchange and used for some time before being discarded for want
of maintenance. Realizing the magnitude of the problem, the Govt. of Bangladesh
took up a decision in 1980 to set up a National Electro-medical Equipment
Maintenance Centre at Dhaka.
Project
Summary :
To establish National Electro-Medial Equipment
Maintenance Workshop & Training Centre (NEMEMW). The project was undertaken
in 1980 but actual work started in 1982. It was completed in June 1987 and
transferred to revenue 83 numbers of total manpower and all other facilities.
At the time of implementation of project total Tk. 44.04 million. Project

Maintenance of
Medical Equipment :
NEMEMW maintains some of the basic medical equipment
at the centre and at hospital by sending repair team. Medical equipment of
different medical college hospital which NEMEMW can not repair due to non
availability of spare parts, maintenance manual & circuit diagram and
technical skill are repaired through private companies/vendors under the
supervision of central medical store (CMSD).
Problem has multiplied due to procurement of medical
equipment from different countries of different makes and brands without supply
of spare parts, operation manual and circuit diagram from the supplier and
manufacturing companies.
In medical college hospital & other institution,
only technician and instrument care taker (ICT). are responsible to maintain
all medical equipment. But actually ICT play a role as a custodian of medical
equipment. The ICT and Technician can not repair basic medical equipment for
want of skill, spare parts and workshop facility. It is fact at division and
district level spare parts for repair of medical equipment are not available.
So in most of the cases ICT become helpless to repair simple types of equipment
due to want of spare parts and workshop facilities. In this situation all
medical college hospital and institution have to depend on NEMEMW and CMSD for repair of medical
equipment.
Objective :
1.
To
assist in the repair and maintenance of hospital/electro-medical equipment used
for diagnostic, therapeutic and patient care in hospital and medical
institutions.
2.
To
train technical personnel to undertake the repair/maintenance job by imparting
regular training to different categories and fields.
3.
To
train user of the medical equipment in its proper care and for preventive
maintenance.
4.
To
assist in calibration and installation of medical equipment .
5.
To
collaborate and assist in repair activities of medical equipment at different
medical college hospital, medical colleges, district sadar hospitals &
upazilla health complexes.
6.
To
assist Central Medical Store (CMSD) in the field of repair, maintenance
services and giving technical support for
procurement of general and sophisticated medical equipment.
7.
To
assist for detection and declaration of medical equipment which is not feasible
for repair and NEMEMW gives farther technical assistance to declare
condemnation of the medical equipment.

4. Tools & Equipment :
In the machine shop lathe, milling machine and other
metal fabrication machinery are installed. Mechanical hand tools, Power tools
and electronic testing instruments have been procured with the help of Asian
Development Bank (ADB) and World Health Organization (WHO). Costly test
instruments like Oscilloscope, Power supply unit and other specialized
equipment have been provided by WHO. Besides a good number of Technical books
on different engineering fields have been procured by WHO.

Manpower :
The Managerial personnel and Assistant Engineers are
all graduate in Mechanical/ Electrical & Electronic Engineering,
having 20 years of service experience
and training in relevant field at home and abroad.
To support supervision work 12 number of Sub-Asstt.
Engineer having Diploma in Mechanical/ Electrical & Electronic Engineering.
Senior Technicians have 8 to 20 years of service
experience in relevant field.
Technicians have 8 to 20 years of service experience
in relevant field.
Maintenance
Activities :
Repair activities of the centre is headed by a
Technical Manager (Repair) and assisted by 12 (twelve) graduate Engineers.
Present
Maintenance load under NEMEMW & TC.
There are about 19 medical Institutions in Dhaka
Metropolitan area. This centre provides maintenance services to these
institutions as and when asked for. At the moment this centre is able to
provide maintenance services for basic health care equipment like X-ray
machine, ECG, Autoclave, Portable Sterilizers, Distill Water Plant, Suction
Apparatus, Anaesthesia equipment, O.T. Light, O.T. Table, Dental Chair,
Microscope, B.P. Instruments etc. This centre is not yet able to handle
sophisticated equipment like Nuclear Medicare equipment, Gamma Camera,
Auto Analyzer, Angiogram, Scanner, laser equipment etc.
Besides Dhaka based institutions, some times NEMEMW
look after the repair & maintenance of
medial equipment of different medical college hospital, district hospitals and
sub district hospitals (Upazilla Health Complexes) throughout the country.
Moreover 18 district Electro-Medical workshops are
established at 18 old district with the assistance of Asian Development Bank, these workshops are running headed by
workshop superintendent (Diploma Engineer) with 8 nos. of technical manpower
each. These workshop are engaged to look after the maintenance, repair and
services of medical equipment in the peripheral areas of the country. District

Training section of the centre is headed by a
Technical Manager and assisted by seven graduate Engineers. Engineers of NEMEMW
& TC are
simultaneously engaged in developing health care manpower to full fill needs of
the country.

The centre is equipped with modern training aids
like projectors (Slide and Overhead), Audio-Visual Equipment and these are used
during training programme. In addition occasional field trips to medical
institutions are conducted for the trainees.

Programmes :
a)
Expansion : Owing to space problem
horizontal expansion of ground floor and 1 st floor of the centre is completed
under 2 nd ADB project. This will provide more shop area and accommodate
greater number of faulty equipment for repair.
b)
Laboratory : At the moment there is no
laboratory for trainees. A separate laboratory is required to demonstrate
functioning of different eletro-medical equipment to doctors and operators.
This is also planned in the future programme.
c)
Collaboration : We are planning to develop
this centre as a collaboration Institute for the region to promote and develop
knowledge in the field of electro-medical Engineering. This could serve as a
centre of electro-medical Engineering for members of SAARC (South Asian
Association for Regional Cooperation) countries.
