Directorate of Nursing Services

Introduction : The Directorate of Nursing Services is the central body and focal point from which all activities relating to nursing are managed. The Directorate of Nursing Services has the similar responsibilities in terms of autonomy, authority and executive power as the others Directorate under the Ministry of Health and Family Welfare. Directorate of Nursing Services is a member in all policy making committees at National level relating to nursing, health and family planning. She is the key decision maker for nursing education and services.

Key area of responsibilities of the Director :

  • Administration and Management of all nurses and non nurses employed within Government sector relating to nursing services;
  • Education and Training;
  • Planning and Policy Development;
  • Budgeting and Accounts;
  • Maintenance of Nursing Institutes and Nursing Hostel;
  • Procurement of furniture, equipment, teaching aids and books;
  • Management of the Development Project/programme;
  • Coordination with other Ministries and Health Department;
  • Chairman of the appointing and promotion committee, tender committee, central admission committee, member-secretary of the best nurses selection committee
  • Coordination with DGHS, DGFP & other Directorates
  • Coordination with Bangladesh Nursing Council.

Present scenario of Nursing in Bangladesh: Nursing Services:

The Nursing profession in Bangladesh has increased and reached at sustainable level. This profession has demonstrated it’s will to succeed in a creditable force within the health care team. Nurses of Bangladesh are now ready to contribute in improving the quality care of clients for the achievement the goal of National Health Services. At present there are approximately 20000 registered nurses of which 14686 nurses are working in the Govt. Services. Rest of the nurses are working in private sectors in country and abroad like UK, USA & Middle-East.

The registered nurses are working in public & private sectors in different posts & position in different Hospital, College & Institutes from primary level to tertiary level of health care delivery system of Bangladesh.

Nursing Education (Basic Diploma):

There are 38 Nursing Institutes in Govt. sector 5 in private sector preparing registered nurse midwives, yearly student intake 1135. There are 7 more Nursing Institutes are under construction in the different District of Bangladesh. and 5 new nursing institutes are awaiting for approval of ECNEC

Post Basic Education:

The College of Nursing is affiliated to Dhaka University offering B.Sc. in Nursing & B.Sc. in Public Health Nursing, yearly students intake 125 including 5 foreign students. Another College of Nursing is under construction and site selection for two more College of Nursing is completed. An Off-Shore Master Programme has bee started at College of Nursing funded by WHO under the University of Adelaide, Australia. There are ten students studying per year. Initiative has been taken by the Govt. to start in-country Masters Programme.

Continuing and In-service Education :

There are four Divisional Continuing Education Centre and two Rural Teaching Centres for continuing education and in-service training of nurses.

Selected nurses have had the chance to go abroad for higher education and they have obtained B.Sc. and M.Sc. degree, diplomas and certificates course in specialized areas of nursing through fellowship programmes. though such programmes are not available on a regular basis.

Bangladesh Nursing Council (BNC):
  • The Bangladesh Nursing Council (BNC) is non-Govt. organization.
  • BNC is to ensure standard of nursing education and practice.
  • Maintain registered nurses registration of qualified Nurses and Midwives, Family Welfare Visitors (FWV) and Assistant Nurses.
  • Act as regulatory body
  • Set the curriculum and review the syllabus for Nurses, Midwives and Family Welfare Visitors (FWV)
  • Provide registration as a license to practice and renew it every five years.

Recent Development in Nursing Education and Services:

In recent year a tremendous important/development has taken place in Nursing Education & Services in Bangladesh through several initiatives taken by Bangladesh Govt. with Financial assistance from GOB, WHO & DFID.

The following are the specific development which are worth citing:
  • Centralized admission system is introduced in basic Nursing Course from 2000.
  • Reviewing the Basic Nursing Curriculum by the financial assistance of WHO and consultants from Thailand & Bangladeshi Nursing Officers. has been completed and awaiting for approval.
  • The curriculum of B.Sc. Nursing and B.Sc. Public Health Nursing has been updated which is implementing for providing a stronger focus on community health care, modern teaching methodologies & standard care.
  • An Off-shore Master programme has been started at College of Nursing funded by WHO under the University of Adelaide, Australia. Ten students are offering this three years programme. After completion of feasibilities studies in-country Master Programme may be started in Bangladesh
  • In-services training given to the different categories of Nurses in different areas (Orientation, Management, Leadership, Infection Control, Women’s Health etc.)
  • Nursing Standards, introduced only in few hospitals, it is replicating in other hospitals also.
  • SEARO Midwifery standard also introduced in few hospitals, which is also replicating in other hospitals
  • Six textbooks, six teachers guidelines & two dictionaries in Bangla are currently being published.
  • An educational & practice network has been established to facilitate the exchange of two way communication between DNS, BNC vise-versa nurses in the field.
  • Nursing Research Cell has been established at the College of Nursing, a few Nursing Research has been started in Bangladesh

Progress under Present Govt.

  • 200 post of Staff Nurse has been created
  • 1971 Staff Nurses employed
  • Proposal submitted to the MOH&FW for increased the pay scale and up grading the status of nursing officers
  • Proposal for creation of different categories of post of nurses has been submitted to the MOH&FW
  • Furniture & Instrument has been supplied to the Nursing Institutes through DFID
  • Renovation of DNS Office, 21 Nursing Institute & BNC completed
  • Computer has been supplied to the Nursing Institutes and each section of DNS Office. There is a Server computer installed at the DNS office
  • Four Principal and three Lecturer, 41 2nd. class Nursing Officers (Nursing Instructor, Dy. Nursing Superintendent & Dist. Public Health Nurses) have been promoted
  • Proposal for promotion of 13 Nursing Officers to the post of class-1 has been submitted to the MOH&FW
  • Two Nursing Officers have been recruited in Lien to the WHO as Consultant and Programme Coordinator respectively
  • Proposal for creation of post of 800 Nursing Supervisors and 2000 Senior Staff Nurses has been submitted to the MOH&FW
  • 70% post of Class -3 and Class-4 employees have been filled up through recruitment
  • Proposal for changing of designation of Staff Nurse to Senior Staff Nurse has been submitted to the MOH&FW
  • 13 Nurses have been completed MPH course from NIPSOM
  • Four Nursing Officer have been completed study tour from Thailand on Regulation on Nursing and Midwifery with special emphasis on accreditation of nursing and midwifery education programme and effective function of the council and they are working to develop guidelines for accreditation system & quality assurance
  • Workshop for Leadership for Change completed
  • To develop lesson plan for revision of Diploma Nursing Curriculum going on
  • Preparation of draft guidelines for hospital nursing services management for various levels of nursing managers, to develop a system for quality assuarnce in nursing services and/or for in-service education for nurses and midwives in selected hospitals going on.
  • Meeting of National Network for Senior Nurses in education and Service sectors to improve the quality of services and education completed
  • Two vehicle procured under WHO work plan N0. BAN OSD 002 for College of Nursing and Directorate of Nursing Services respectively
  • Training/workshop on Nursing Leadership and Management going on
  • Training/workshop for Orientation/Refresher course for Nursing Supervisors going on
  • Six vehicle have been procured for four divisional continuing education centre and two Rural teaching centre
  • Proposal has been submitted to the MOH&FW to create different categories of post for newly constructed Nursing Institutes.
  • Proposal for equipments and vehicle for 6 newly constructed nursing institute has been submitted to CMSD.
  • Construction work of Nursing Institute, Panchagor has been started in 2003-2004 and 26% work has been completed
